A three-judge panel of the 9th U.S. Circuit Court of Appeals on Tuesday asked how best to hold the Oregon State Bar accountable if the court found that the bar had overstepped its authority by publishing political statements, including one criticizing former President Donald Trump.

The question came during two appeals filed by Oregon lawyers who contend the state bar’s mandatory dues are unlawful when used for political speech they don’t support.
