Pearl District’s Republica leads with ambitious tasting menu, Portland’s best tortillas (restaurant review)

When we first met Angel Medina, the coffee expert behind Reforma Roasters was running Kiosko, a compact riverfront cafe with a Spanish menu, mochas made with Mexican chocolate and a commitment to raising funds for immigrant youth.
